Mk5 Heated windshield power at the fuses but not working

Hi, The heated screen on my 2019 Mk5 is not working.  I pullet the fuses for the left and right elements, switched on the heater, and got 14.5V across the terminals with the engine running.  There must be a relay between the fuse and the screen.  Can anybody shed some light on this please.

    Heated Front Windscreen, conditions that need to be met before the elements will turn on:

    1. Engine must be running.
    2. Battery state of charge must be better than 70% (12.32V)
    3. Outside ambient air temperature must be 7oC or colder.
