any suggestions

Ask on the Fiat 500 forums, it seems like this problem has come up a few times. The Ka Mk2 is not a Ford, the electrics, engine, and all modules are Fiat. Even FORScan software reportedly does not work with them making it very difficult to carry out full diagnostics.

Just search "FIAT 500 immobilizer" and you'll get links to threads on several forums.

It would seem unlikely, but simple enough to fit a new one.
