I have recently sold my hilux after 13 good years of ownership and bought a 2016 1.5 diesel van as now I do very little mileage and wasn’t using the hilux,

I only purchased the van 3 months ago the garage gave it a full service and new mot, I noticed it has a speed restriction of 70mph I asked the guy at the garage if it was mechanical or software he says it’s not mechanical but has a guy who can fix the software for £150.00 which I thought was robbery, also the engine service light comes on every now and then, when I switch the engine off and restart it goes away,

question is how do I change the speed restriction myself 

is there a sensor that needs changing on the engine

You can't remove the limiter yourself.  Either live with it or pay a remapper to remove it in the software.

The fault codes will need to be read by different software (OBD2) to determine the cause of the warning light.
