Kuga PHEV poor electric range

Having had a brand new Kuga S-T Line x on lease for two years and been very happy with it, I decided to purchase another outright.   To my dismay the electric range of this one, also brand new, instead of "up to" 42 miles as advertised has been a maximum of 15 miles.   I would expect a lower value than the maximum in colder weather, but not this low.   The battery is charging to full, but the reason is the extremely high electrical power per mile being used.   I have the record for the previous identical model, only 2 years older, which used an average, in January/February, of 466 Watts/mile versus the advertised value of 267 Watts/mile.   Perhaps acceptable due to the colder weather.   The brand new model in identical conditions is using an average of 729 Watts/mile, which I think is excessive.   An increase of 462 Watts/mile compared with 199 which I think is unreasonable.   I insisted on an inspection under warranty, but the dealer claims there is no fault.   There must be a reason for this poor efficiency even if it is not an actual fault.   Has anyone else had similar issues.   And found a solution?

And to add insult to injury, I find that according to the FORD PASS app, my last charge added 60% capacity and 9 miles for the addition of 86 kWh.   To a 14 kWh battery.   It would be a joke if it wasn't so stupid!
