2014 Zetec 1.25 Rear arch / bumper bracket

Recently bought a 2014 Zetec 1.25 Fiesta (and very pleased with it !) However, on the rear arches there is a small plastic 'wing' that sticks out. On mine this was broken and I wanted to replace it. Found conflicting info which of the two parts shown, it would be, so jumped in and took the bumper off to find out. For me, it was the part on the right - rivetted to the body, and holds the bumper as well as being the little 'flare' on the arch.

 

So I have two Q's please !

1) is the protruding 'flare' always part of the bumper bracket like mine, or did the design change at some point and it's the separate 'Locking lever' part on other years/models ?

2) what is the purpose of the protruding 'flare' - does it serve any purpose other than aesthetic ?
