Seat back rest covers off?

Any good ideas how to tackle this? This is a second-hand leather drivers seat from a 3 door fiesta mk7. The leather is not fitting around the back release catch properly.

I’m wondering if the cover has been taken off previously and not pulled back on far enough so the felt edging is exposed. Or maybe it’s just sagged with age. The leather looks a bit loose on the side of seat so I think I could just pull it up. But it’s not obvious if or how the plastic trim for the catch is removed. 

Any good ideas?

Can't say I've seen that before.  Those cables and latches break regularly.  I wonder if someone's fitted a smaller one from another model by mistake?  You could measure the one on the passenger side to check they're the same size.
