Rust Around Fuel Cap And Back Wiper

Got an 05 ka last week and it has some rust around the filler as I've noticed many do and also quite badly around the rear wiper (paint seems to drop off every time I shut the boot) I found some rust screening rings on ebay and wondered if they'd sort it out or if it would just cover it up. I want to fix the problem not just make it look better so would these rings stop it from rusting more or just cover up what's already there until it gets worse? Roughly how much would it cost to get it sorted out at a garage?

rust is a 'chemical reaction' so you will need to treat it to stop it getting worse. once treated the 'rings' might help.
