2004 Heater Electronic Problem

I have a 2004 sportka. The heater blows hot all the time. The speed works fine. I have changed the Heater valve thing under the bonnet and the heater control panel. I even checked the variable resistor and it runs from 0-10k ohms smoothly. When plugged into car, it smoothly runs the voltage from 0-5v (which sounds right for a control panel). Yet the voltage at the heater valve constantly remains around 12v.

Any thoughts?
