Steering Problem - After P/s Pipe Replacement

I've just had the power steering pipe replaced on Mk2 Focus (2007). I'm having intermittent steering problems (very heavy steering). Have tried to do what I can in terms of releasing any air - cap off, full lock either side. Checked with mechanic that fitted pipe and he reckons the system didn't need bled after fitting - is that right? Any other ideas on why steering still stiff?

As far as I'm aware if you replace a pipe and loose fluid it will need to be bled can take a while to get all the air out are these not run off an electric pump which sits behind the off side headlight in the inner wing was on my 2.0!tdci could be a loose connection on the pump

Worth a look two mins to drop the headlight out and you will see it .
