1.6 Tdci Lack Of Power

Hi i have just purchased an 06 focus 1.6 tdci as a run around. The car dosnt seem to have any power as if turbo isnt coming in. Otherwise the car drives ok. There are no fault codes. I ve changed maf egr boost pressure sensor air temp sensor fuel filter. Tried driving with exhaust disconnected from turbo. There dosnt seem to be any play in turbo shaft and it spins freely wastegate seems to be working as it should. Checked pipes seem ok anyone have any ideas as its driving me mad now lol

    If it's just a 90 they are slow lol.
