Hi can some one tell me why my heating on my mk3 mondeo tdci blows cold and its not head gasket. controls dont power up to, fuses are all fine, nothing comes up when plugged in.

 

I have tried another control panel and its still not working, 

 

ive had to remove the fuse as blowing cold air all the time
