Ford Fiesta, tail and dash light issue

Hi there, I've got a 2000 fiesta very good apart from a new problem, my tail light don't work and dip beam isn't working and aswell the dash board light isn't working either.

obviously they must be linked and I have minimal idea. But the light stalk I did notice on the bit where you turn it to go dip and full beam it got really hot like to hot to touch. Is there a relay switch I need to change or do I need a new light stalk? 

Fuses have aver been double checked and are all okay.
