Turbo not kicking in and black smoke

I have a ford mondeo 1.8 tdci 2007 model. When its idle and 8 rev the engine black smoke is coming from the exhaust. When im driving the car the same thing happens again for a while then i lose pulling power, cannot rev over 2rpm. Sounds like the turbo isnt kicking in and also it sounds like there is alot more air going through the system than usual. If i turn the car off and back on again the turbo works and the black smoke reappears. Has anyone else had the same problem and can anyone help. Would very much appreciate it
