Over revving when idle / start up

2004 mk 3 Mondeo which over revs on start up and when idling. cleaned throttle body and swapped over for a different one and still dose the same, any suggestions on how to fix this issue, thanks

Does that have the cable operated throttle body?

If so, have you checked that the cable is not sticking at all? And the pedal is releasing fully.

But I have just seen that these cars seem to use an idle control valve. If this is sticking (common fault), that would do it.

It will be near the throttle body, & may look like this:
