09 reg fiesta, fan not working properly

So, my mum has an 09 fiesta. When you put the fan on it doesn't matter whether you have it on 1 or 4, it all seems to blow out at the same speed- which is hardly anything! It makes so much noise but doesn't blow any air out! Spoke to a mechanic and he reckons that's just how it is.. Well I say that's BS!

Any suggestions?

Tried changing the resistor? (Commonly called ballast or choke)

Check the pollen filter if the motor is making a noise on all settings.could be blocked restricting air flow

This did the trick for me, my fan was lethargic and the air con non-existant before I changed the filter. Now I have an icy cool breeze on setting #1 with 2-4 being too cold/windy for comfort.
