06 Focus 1.8 TDCI Cigar lighter keeps blowing

The fuse in my 06 Focus keeps blowing for the 12v Cigar lighter. I have checked to make sure there is no debris or loose parts that have fallen into the lighter hole. When trying to place the new fuse in, it sparks and blows instantly. It's a 20a fuse... Any ideas?
