Horn not working - disconnected?

I have a W plate KA. The other day the horn stopped working, and immediately (and obviously linked), when I turn the steering wheel there is a rustling noise in the casing behind the steering wheel as if a wire is rubbing against the plastic or something. Would it be fair to assume that simply a wire to the horn has become disconnected and needs re-connecting, and if so, how practically would I go about getting at this bearing in mind the car has airbags etc? Hope this makes sense - I am no great mechanic! Many thanks for any advice.
