Intermittent Wipe failure

So another problem with my Mk1 Focus.

 

For some time I have had issues with my front wipers - the fuse keeps blowing (usually when I am in heavy rain or snow) which is a pain in the ***** but I keep a lot of spares in the car as it has happened about 12 times in the last 2 years.  I was driving back from the airport earlier this week and the fuse blew (in torrential rain) so I replaced it as usual - but then when I got home I had to go back out to do some shopping and noticed that when I put the front wipers on Intermittent Wipe they were going constantly at the slowest speed (like the second setting on the wiper stalk) instead of intermittent.  I am guessing I have blown another fuse or there is a broken relay or something along those lines - can anyone help me out with the right fix.  We have snow forecast tomorrow and I have to drive to the airport again so I don't really want dodgy wipers if I can avoid it.
