No, far from normal

Not sure what car you have but my mk1 did fluctuate a little with engine speed when the engine was cold.

I  its a mk 2 ford focus 1.6 tdci 2008

Is it just manual air con rather than the electronic climate control?

I have the same car with manual AC and can't say I've noticed the fan speed changing at all...I don't tend to have it on more than number 2 due to the noise though.

air con light not on but every time I turn heater on the green light comes on so got to turn that off like I said heater blower was allways on 2 so I never noticed till I turned it upto 3 or 4

Ah, do you have the fan direction aimed at the windscreen?

That'll trigger the AC if so.
