p0489 issue with Focus 1.8 Tdci sport 2006 115 PS

Hi All 

New to the forum - I wonder if anyone can assist 

Our car has an issue, we constantly are getting the p0489 fault flag up
To resolve this I have fitted a solid EGR blanking plate - seems to have made no difference 
I checked the glow plugs one was open circuit the others all showing different resistances - I decided to change the set - I did read somewhere that these can cause an issue - I cant really see how glow plugs could cause an issue when the car is running - they needed changing anyway 

I am struggling with the next step and would be grateful for any thoughts, suggestions or advice

Looks like the EGR valve is failing. Inserting or removing the blanking plate won't help since the PCM is actually just detecting the failure of the EGR valve to open & close correctly in response to commands.
