Front Suspension top mount loose - query

Checking over my sister's 2003 Ford KA for MOT.

When I jack the front (jack under body so suspension hanging right down) there is a lot of sideways movement at the top of the strut where it joins the car body. both sides are the same. Is this normal when there is no weight on the suspension?
