 I own a Ford Focus 2009 [Zetec] would like to change my headlight bulbs for something brighter such as the GT200 from Power Bulbs.

will i also have to change the Dipped bulb also and what do you suggest [ 85 yrs old useless with modern technology]

 Could i also change the Fog bulbs to Driving light bulbs or is that breaking the law?

Good bulbs to check out are Osram Nightbreakers.

As for fog light conversion, unfortunately not legal unless disconnected from the fog light switch and connected to a dedicated relay that will dim them when headlights come on.
Another option there would be drl lights in an aftermarket fog surround.
