Ford Mondeo heated seats problem only passenger side works?

Hey all. Purchased a 2009 MK4 Mondeo yesterday. The guy says it came with heated and cooled seats (the switch does light up red/blue) however only the passenger side heating seems to be working, my driver's side is doing nothing at all. The switch is saying that both are on (ie both sides illuminate) 

Checked the fuses in the boot and they are both fine. 

Opened up the switch module and noticed that on the lower left hand side of the drivers switch there is loads of brown crap. I'm wondering if this could be the issue? But I can't quite work out why it would stop it working when the switch is saying it's on? And is there anything else I can check without a voltage meter. 

 

Also, in regards to the cooling would the fans be obvious to see? Looking underneath I can't quite tell if I have the fans installed.

I'm not fully in the know but the switches seem to be a common failure on the pre-facelift Mondeo's. They're not cheap either.

When in cooling mode, you should be able to hear the fans running. Try it on max cooling.
