Wastegate in a slightly open position then to close once the actuator moves...Correct?!?

Am I losing my mind? I thought the idea of the wastegate actuator was to be set closed then to open.
Not the other way round.
At least my 2014 1L seems to want to have the wastegate in a slightly open position then to close once the actuator moves.
Is this correct? Its meant to be open then closes not the other way round?
