Rubbing Noise From Front Drive Area

ford cougar v6 1999. replaced both cv joints, ball joints, track rods, tiebars, power steering level fine no leaks, also discs and pads replaced + both front wheel bearings. it has developed a rubbing noise as if wheel rubbing but its not?. steering column noisey when turning. stops when braking!. very noisey at 1st gear crawiling, but goes away high speeds? what on earth can it be.

this only developed after both front ball joints were done to start with?



I know this may sound daft but check that the new track rod ends ar'nt catching the wheel, what I would do myself is jack the front end up, chock the rear wheels, start the car and put it in gear so the front wheels spin, you should be able to tell exactly where the noise is coming from.
