High water consumption, Low Power

I have a 2011 Fiesta Titanium 1.6 Diesel. 

I am filling the water reservoir every other day. There are no signs of the engine overheating, or leaks. The water and oil are both clean. No warning lights/codes apparent.

I have left the engine running for a while and the water seems to maintain its capacity.

The turbo also does not seem to kick in anymore, however the engine and still runs. Just a lot less power. More like a 1L engine than a 1.6L turbo.

There is also a problem with the heating, too. I am lead to believe the climate control actuator is broken, so I either get ice cold air or really hot air, there is nothing in between.

Could these issues be linked? Does anyone have any experience with these issues?

Understandably the car is getting on now and has a fair few miles on the clock, so looking for advice before spending a lot of money on repairs.

Check exhaust for steam ? Head gasket amongst other things.
