Cooling fan + fuses

My cooling system fan used to run constantly, when the climate control was on with A/C selected. It now only runs intermittently, it runs for about 5-10 seconds per 30 seconds. It sounds more like the engine cooling fan when it reaches 100+ degrees or whatever the trigger temp is, however this happens even when the engine is stone cold. Its very loud and it was much better when it ran constantly with A/C on. Someone told me on here that it was because the A/C refrigerant is low or empty, so I got this professionally topped up. A/C is definitely colder now but it has not resolved the fan being different.

I then resorted to checking fuses and noticed that there are two different amp ratings for the cooling system fan.

Manual says 

fuse 2 Cooling system fan high speed - 60A

fuse 3 cooling system fan - 40A

fuse 3 cooling system fan low speed - 30A.

So which sort of fuse is actually needed? I also found this diagram that I attached that shows either a green or pink fuse. I have also attached a photo of the fuses which are currently in the fuse box, and a photo of what my manual says. 


EDIT: i also forgot to mention the thermostat (as well as coolant temp sensors) was replaced in January, but the fan started being like this a long time before that.
