Could someone advise me how I can access Ford Technical Service Bulletins?

I'm trying to find out if the following issues have ever been the subject of a bulletin on the Mark 2 Focus 1.6 Zetec Climate(car in question has a build date 31/3/05, first registered June 2005):

1. Leaking washer jets causing problems with spark plugs/core plugs

2. Failure of power steering system, with leak resulting in replacement of pump, hose, pipe, union and belt.

Have been stung with a couple of large repair bills in recent months and trying to establish when/if Ford were aware of the issues. I know that there hasn't been a recall for these problems, but I've seen quite a few other Focus owners with similar issues, so hopefully someone out there can help!
