Surely it can't be? It's now at the brake but then again it is only on the fuel cap side which makes me wonder if it could be some sort of overflow so if you overfill your car or even if there's water in the fuel cap bit it will drain it out of there

It could be the pipe for air to release when you fill up.

I've always thought it's the overflow - just beneath the filler neck there's a small drain hole and I think this pipe is attached to that. Makes you wonder why they went to the trouble of manufacturing a pipe to drain excess fuel away rather than investing that time and money into not making it overflow in the first place. My 2001 Fiesta never leaked when filling up!

I also think the smaller of the two main pipes in that photo may be the breather, but there's a chance I made that bit up and it's completely wrong...
