Date of liability means the time when the tax an out last. So by the looks of it it has been off the road for 8 years so either its currently still being a project or it has been scrapped.

Thanks for that - I am hoping it is still around as the DVLA say its recently had a SORN declaration.....I will persevere!!! Thanks for your help.
