How do I access S Max fuse board?

I have released board but it will not lower.

    After you have turned the screw you have to pull the fitting forward (toward yourself) to release the board. 

    Then make sure the board is sitting in the "hinges"  properly so that it will swing down toward the front upper edge of the carpet.

    Then make sure there are no wires caught up on the board stopping it from lowering.
