1.8 Duratec - EGR P0148

My 2007 focus 1.8 Duratec HE fails the KOER test with a P0148-EGR (Exhaust Gas Recirculation) out of self-test range. The car runs and idles fine, but the Check light occasionally comes on when braking.

To fix the fault i have:

Removed cleaned the EGR.

Checked the passages are clear by manually opening the EGR which stalls the engine.

Removed the the solenoid (on top of the EGR) and made sure it is moving with engine speed.

Changed the EGR

However, the car still fails the KOER self test.

Any ideas?
