The mayor is planning on expanding the ultra low emissions zones to the whole of London in 2021. This will affect millions of people who drive and can't afford a newer car which would be exempt from the ULEZ charge. It has good points to why increasing the ultra low emissions zones outside central London won't make a big of an impact and that this if goes forward would just penalise people who can't afford a new cleaner car. At the same time though pretty much every petrol car I see is newer than 2005 when Euro 4. It also doesn't help that they agreed to open another runway on Heathrow Airport. From my memory a boeing 747 throws out about 100 cars worth of CO2 in a certain distance I've forgotten. About 1200 planes land and take off on one of the runways a day in Heathrow so imagine how much pollution that will cause. Its more like the government is focusing more on tourism than the residents who live here. Not all petrol cars after 2005 are exempt from the charge. A 2005 to 2007 audi A3 2 litre turbo is part of the charge. The mk5 golf GTI has the same engine so must be charged as well. Surprisingly a BMW 325i 2.5 6 cylinder is not part of the charge lol.
