should this model have DRL on it as the leds at the bottom of the light are their but only come on when switching the side lights on

Yes - during the day with no lights on and the engine running you should have lit DLR's on under the lights

You can enter your VIN into ETIS and it will tell you what you car should have.

When you have the sidelights switched off, the DRLs should be about twice as bright as when the sidelights are switched on. I think it can be enabled/disabled using a OBD reader and free software like Forscan

daylights can be switched off in forscan or similar programs might be worth checking this hasn't been done. as from your post, the units work just not when driving
