Steering wheel stucks a little when turning

Hello.. i have a ford mondeo mk2 1.6 16v blacktop. When i turn the steering wheel left or right it gets stuck when reaching at one ore eleven oclock. It needs a little more power to pass these points. It does it only if the wheel is straight, not if you are take a full continuesly turn from one side to other. Also if the car is parked you feel it more. And if it is parked all over night its worse. I changed steering oil 1 month ago but no difference. Also changed top mounts and both of front arms with new. When the car is jacked up on the front there is no problem. It turns smoothly. The mechanic turned the wheels with his hands and didnt feel anything so he said the steering rack is ok and we nees to check if there is problem with spings or something in the verical axis (means the suspensions). Another one said that the problem is to ujoints of the steering column. Any ideas?
