2013 Fiesta ST WONT START AFTER ENGINE OVERHAUL

Good day all. I hope some one can help me.

I have a 2013 Ford Fiesta ST 1.6GTDI. I bought a new sub assembly from Ford and i had the head skimmed and well as reconditioned.

I put the car together, i borrowed the timing tools from Ford themselves to ensure the timing is correct.

The vehicle refuses to start. It just over fuels like crazy and un burnt fuel smoke comes out the exhaust.. If i tow it with another vehicle and kick start in gear it will start and splutter but again it over fuels like crazy and will not idle.

I have replaced the injectors, the fuel pump module, the high pressure fuel pump and had Ford reload new software, but still no start.

The fault codes in the pcm show high pressure in the rail. and nothing else. if i clear it and try start from the button, no faults appear.

Please can someone shed some light for me.
