Hi, I don't know what this part is exactly called but please see the picture below.

I plan on scrapping off the old glue and sticking it back down. What glue should I use? I was thinking maybe a silicone or rubber glue?

    Tigerseal is ideal for anything like this.

    It was originally held on with 3M style foam tape as well as the lugs inside the bonnet.
