2012 Ford Focus 1.6 tdci power loss and underboost

Need some help

Bought a 2012 Focus as a project it's a mk3 1.6 tdci on a 12 plate. Issue I have is I purchased the car was told it had a blocked DPF. Dpf been removed and EGR blanked and switched off.

Still having issues where it revs up really slow and has no power really struggles getting up a hill and throws error Turbo underboost. So I've replaced turbo with a known working one and still the same. All boost pipes and intercoolers checked all ok have replaced air and fuel filter still same.

Any suggestions as I'm at a loss now.

Looks like someone has been tinkering about with it before I had got the car so just wondering if it could be a issue now where the vacuum hoses for EGR are in wrong place?

 

Anyone have a guide for this?
