Some one has fitted that for and accessory. It could be for any number of things. For example: A tracker, Driving lights, Towing module.

You need to try and follow the wire and see where it goes to.

Could it be the diesel heater?

It looks like an add on since it does not seem to have a fuse.  Why would your car have a diesel heater or do you mean the Glow Plug circuit ?

Looks like an add-on to me...crimped connector like that wouldn't have been used from the factory.

I had a battery trickle charger that had a similar clip for attaching the wires permanently to the battery making it quicker to put the cables on.
