Wiper issues

Hi all, a nice little puzzle for you...

I have a mk2 1.8tdci ghia with wiper issues, rear won't work at all changed motor and checked wiring but no joy. It also keeps blowing fuses 15A F78. Disconnected the loom from the body to the boot and still went. So as far as I take it the boot loom is OK. 

Second issue...

When turning off car ignition the front wipers fill jump about 6-8mm up the screen then stay there until I start and stop again. Then when I turn off again they will jump again. Eventually they will get about 1" 1/2 up the screen then when I turn off again  they will do a full sweep and go back to where they should be! 

Now I know with older cars the relays were an issue but these are built in to the fuse box. So I can't replace them. 

All I can think now is a short in the wiring for the wipers or possibly the switch has an issue. 

Has anyone ever come across this or knows what the problem is?
