Mk2 wet windscreen on the inside roof rack mount

Hi all, during the wet and frosty weather been struggling with misted up windscreen. So far boot has been dry and tried the spray around windscreen with soapy water and blow with compressed air and all seems fine there, tried from outside in and inside out, also not the aerial. Tried the hosepipe after all of this and found that there is water ingress on the drivers side that seems to come from where the cover is for the roof rack/bars. Took the cover off and could see a hole that I am not sure if it is a blind hole or open? Filled the hole with grease and no longer have water coming in there. Don't want to disturb the others as they don't appear to be leaking but should it have a bolt in there or rubber bung? Tks
