Brake servo vacuum pump…

Hi all

I've recently purchased a 2011 2.0 petrol s max titanium x. It has 94k mileage.

There is a constant hum/whistle/hoover type noise from the engine bay which I’ve managed to isolate to the brake servo vacuum pump. Purchased a new one (second hand from breakers) and fitted it but the noise remains. The fan runs even when the ignition is on by the car isn’t running…
 

My question is should the pump/fan be running constantly, and also should it make a noise?!? It seems odd that two pumps are doing it and both are getting red hot. It may be that I need a new one and I guess the ‘new’ one I fitted could have come from a high mileage and well used car, but the noise just doesn’t seem right to me. 
 

Perhaps there’s a sensor somewhere that’s gone, and the fan should be running all the time but I just need a new (ie brand new) one??

any help/advice very welcome.
