1.6 tdci fueling issues

Hi all, having some major fueling issues with my 2007 fiesta 1.6 tdci. 

First symptoms were occasionally when driving there would be a slight surge in power with a cloud of black smoke from the exhaust and immediately going into limp mode. 

It is now knocking and smoking excessively and the engine is running away with itself. I've checked the turbo and intercooler for oil and its clear. 

Fault code stored P0087 Fuel Rail / System pressure too low. 

I have replaced air & fuel filters, changed the engine oil incase of diesel dilution, removed & cleaned injectors, fitted new injector seals. Carried out a leak off test and all injectors were similar. I've drained the old fuel from the tank and replaced with fresh fuel. Obvious choice would be to replace injectors but at £200 each I want to fault find a bit longer to confirm the cause. Thoughts?
