Fiesta 1.6 TDCi Loose rubber Vacuum Pipe.... Where does it go/fit

During a routine service I noticed a vacuum pipe not connected to anything, the only place that I can think that it connects to is a hole on top of the engine (photo with red arrow).

If anyone can confirm that this loose rubber pipe supposed to be connected to this hole, should the hole have some kind of metal pipe fixed into the hole for the rubber pipe to slide on. 

In the photo I have managed to connect a thick pipe to the vacuum pipe so that it will fit into the hole.
