Are inner mud flaps important

i have a 2014 Ford Fiesta which I bought 2 months ago but just realised it’s missing a rear inner mud flap. (Think it’s called that) 

Do you think it’s worth getting another one? Wasn’t sure if it’s to stop rust ?
