2004 Fiesta Mk5 - Dipped (Driving Lights) Not Working?

Hi there.

I will keep this short& simple.

Knob turns clockwise.

Knob 0 = Off

Knob I = Parking lights (from small parking light bulb in headlamp cover)

Knob II = Dipped Beams (from dipped bulbs)

On turn I, the parking lights dim as requested.

On turn II, my driver & passenger dipped light bulbs do not illuminate? In fact, they stay switched off. At first I thought both bulbs fused until....when I flash the full beams on the side of my steering wheel, the full beam lights very bright. It is then the dipped lights bulbs suddenly illuminate!

When I turn off my full beams, both the full beam bulbs & the dipped bulbs stop illuminating. The knob is still on II.

What seems to be the issue? I checked all my fuses behind the glove compartment but they are all perfectly functioning.

The switch is not new at all. The parts are all originals & have never been changed,
