Rusred engine (shield?) bolt

Hi everyone

I have a 66 plate mk7.5 ST line fiesta, bought used from dealership (I think I'm the 2nd owner).

I look after under the bonnet as much as could be expected, but there's an allen bolt which appears rusted on

Please see picture, is this a Heathfield of some sort?

 

Anyway when it's in the mood to, occasionally I think the rattling of engine may be largely due to this and I'd like to tighten it.

Could any fellow owners tell me:

a) what is this big silver component? I'd like to know!and intend to polish it a little in due course

b) will it cause any problems to change the torque by tightening it?

c) if it is indeed rusted on, best ways to loosen it?

Currently, I haven't touched it

I'm oft the 'check it out thoroughly before taking action' breed
