Engine Cooling Fan Relay

Well after a bit of research in the owners manual I have discovered the Fiesta's non-operating cooling fan could be relays. In the auxiliary fuse box, relays VIII and IX could be blown. I need to know where I could buy the correct relays to replace. Also it says - "The replacement of the above relays requires specialised knowledge". Is that just an excuse to get people to get relays fitted at a Ford garage ? Or is it dangerous to change ?
