Ford focus mk3.5 no start no crank

Hi all. I've got a Ford focus 2015 with the 1.6tdci T1DB with 6 speed manual, and sid807evo ecu.

Following a breakdown, and subsequent engine rebuild, the vehicle has been unable to crank. Firstly - there are no fault codes. None at all.
The starter relay in this model has both sides of the coil controlled by the ecu. The relay is wired correctly and removing it does produce a fault code.
When holding the key in the crank position, in the live data it can be seen that the low side of the relay is energizing, but the high side is saying "forbid".
Have verified this on both autel and in Ford IDS. All ecu earth/permanent and ignition lives check out ok. All sorts of actuation tests are working fine on engine. There is 12v on bcm to pcm wake up wire.
Clutch pedal switch works, and when not pressed, car tells you to press it to start.
Attempted pats parameter reset in IDS and with Autel - both fail to gain security access to pcm. I would think that if there is a mismatch in immobilizer data, or any immobilizer problem at all, there would be a fault code.
PCM has been opened and shows no signs of water ingress.

I'm really out of options other than to replace the ecu and hope for the best. Is there anything that could have been missed?

Have you replaced the diesel fuel pump?

I believe it's still the original pump, could that affect the cranking/start authorization?

On many Ford diesel cars the fuel pump is included with the PATS security. Also things like the ABS module is included with the security system.

Can't seem to see anything wrong with abs module but did a reinitialization on it just incase. Most, if not all modules have had as-built data downloaded again with vcm2. If I'm not mistaken, it's the older tddi Ford's with the fuel pump immobilizer?

have gone ahead with a second hand ecu and will report back

Customer took car before I was able to solve it sorry. Ecu did not help. 

Currently facing a similar situation on a ford ranger
