Ford focus radiator fan continuously running with P0651 code

Hi guys, need your much needed support in understanding the fault. Radiator fan on my ford focus 2009 1.6 is continuously on, running at high speed, like whole 20hrs it was on till the battery completely died out. installed new battery and went to private garage, they scanned the code and it was P0691 fan 1 current circuit low something. The mechanic is telling to replace complete fan assembly with fan control module. Is this the correct diagnosis. I removed R14 and R13 relay also but still fan doesn't stop, even with no key in ignition ot is continuously running. 

Currently i have to remove the power plug to fan module to make the fan stop, so the battery won't die.
